What does ‘Send directly to voicemail’ do?

When the ‘Send directly to voicemail’ option is turned on in ‘Settings’ -> ‘For Unknown Callers’, any incoming call from a caller you have not explicitly added as a contact will be sent directly to voicemail where they can leave you a message.
